Their statements suggest that they support the demands of the people of Hong Kong for liberty and justice. They haven't condoned violence. Supporting freedom could lead to riots by those who misinterpret it as a license for violence but it isn't the same as openly calling for violence or encouraging riots.
But riots indicate purpose and intent to cause harm and create violence....so if we call it protesting then it is supported by all in the world who sympathizes with their cause.
